Profile has experince and skills on Rotating machines (Gas turbines, gas compressors, ...) and offshore experience.
Mission
- Ensure the execution of the head office activities concerning pre-commissioning, commissioning, start up, test run, training, maintenance engineering, operation and handing over of the plant to the Client according to contractual requirements and project objectives in terms of safety, quality, budget and schedule.
- Ensure compliance of the site activities for which is responsible with the established process and HSE requirements, while respecting the relative time and cost targets.
- Have overall responsibility and accountability for the efficient Commissioning / Operations / Maintenance
Tasks
Commissioning and Start-up phase :
Ensure HSE procedures required for each activities / work phases are available and appliedContribute to Safety Walkdowns. In case of incidents contribute to investigationsParticipate to Pre Start-up Safety Reviews (PSSR)Issue Pre-Comm, Comm and Start-up progress reportsManage Pre-Comm, Comm, Start-up & Oper activities, coordinating different partiesEnsure respect of schedule / budget, either during home office activity or at siteParticipate to risk / opportunity meetingsResponsible for competency assurance / development of teamParticipate to plant handover process including preparation of Comm DossiersEnsure transferring of the lesson learned to home officeOperation Phase :
Responsible / Accountable for Prod Safe / efficient operationsMaintain Client relationshipsImplement / maintain SMS, a Planned Maint System on Prod Equip according to Company SMSArrange through Company for periodic internal / external SMS auditsEnsure classification / statutory surveys are planned / conductedEnsure that the project under requirements of the national, international Laws (Classification society, IMO, Solas, ISPS code, MARPOL etc.) comply with the relevant regulationEnsure proper verification by the ISM overriding authority onboard of the vessels on the works relating to and affecting safety and pollution preventionConsult with / advise Client on operating costs. Responsible for operating costs recoveryPrepare / obtain annual approval for local operating budgets. Review monthly financial forecasts / local expenses, take corrective action when potential budget overruns are identifiedMaintain continuous review of performance of Prod Equip and take corrective actions where performance falls below required / agreed standardsReview / appraisal of staff performObtain all necessary technical / professional support for Operations in liaison with BL functions, Client, Local technical support, Consultants, Manufacturers, Vendors, ContractorsSupervise performances of all Local subcontractors / Local agentsSupervise all materials / personnel logistics related to prod equip operationsPeriodically review sub-contracts suppliers / sub-contractor performancesManage / approve subcontracting of local staff according to Company proceduresParticipate in definition / approval of office / vessel manning, staff remuneration and service conditionsCoordinate / support Prod Facilities emergency situations together with corporate dept / ClientSupervise compliance with class rules and flag regulationsPre-Operation Phase :
Support HSE Mgr for the preparation of HSE plan / proceduresPrepare the Pre-comm, Comm and Start-up PlanReview contractual documentation / contributes to identify project risks & opportunitiesReview test run procedure and operating manualsDefine the procedure for mechanical, electrical & process isolation controlDefines Comm sequences and priorities to guide the project towards completionSupport project for the schedule preparation and follow-upPrepare Licensor / Vendors schedule and assignment concerning the Comm Start-up and Test run activitiesSupport project for the preparation of the subcontracting plan, prepare the technical specifications for subcontracting activities in its own responsibilityEnsure Prod Facilities are suitable for practical / safe operation, maintenance / repair in line with Saipem proceduresLiaise with the HR for appropriate execution of crew phase-in and crew trainingEnsure necessary materials for safe / efficient operation of unit are on board and in good order prior to comm. Monitor the setting up of planned maintenanceSupervise preparation of all material pre-operations inventory budgets for materials and consumable spare parts and issue forecastsProduce / distributes periodic reportsTimely review in liaison with corporate depts all oper / safety procedures / manualsCooperate with the HSE in all aspects related to SMSHow to Apply :
