Purpose and Scope :
Perform pest management and vector control services in conformance with the Integrated Pest Management Plan (IPMP) to prevent and control pests including : mosquitos, ticks, filth, biting, and nuisance flies, cockroaches, ants, fleas, stored-product pests (SPP), termites, bees / wasps (to include removal), silverfish, ants, spiders, snakes, scorpions, beetles, crickets, grasshoppers, beetles, rodents, bats, feral dogs and cats, birds, bird nests removal (in facilities or for operational reasons), other nuisance animals and wildlife, and unwanted vegetation and invasive plants. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Al Dhafra Air Base, Abu Dhabi.
Essential Responsibilities :
Manage and provide oversight to all pest management functions of the contract and pest management technicians.
Assist with establishing and maintaining a complete quality control program to ensure systematic inspection of facilities and grounds for pests, and a customer service call / emergency response system for pest removal and a continuous pest prevention education program for facility managers, and food handling managers.
Assist with providing a safety plan that addresses safe pesticide handling practices and details procedures in the event of a pesticide mishap.
Perform pest control for disease vectors and pests that may adversely affect the DoD mission and military operations; the health and well-being of people; and structures, material, and property.
Provide Scheduled pest control services which include both inspection and treatment of the following categories of pests : nuisance pests, disease vector and health pests, vegetation management and vertebrate pests.
Provide unscheduled pest control services in response to changes in installation occupancy, occupancy in living quarters, seasonal / cyclic pest or vector life-cycle changes, trouble calls, weather events or emergencies.
Report all pest management operations including surveys, inspections, and non-chemical and chemical control applications, utilizing the electronic (excel) DD Form 1532 / 1532-1 referenced in Appendix B or the current Service reporting tool or system.
Assist with the development of an IPMP to establish the strategy and methods of conducting a safe, effective, and environmentally sound processes for the management and control of all mosquitoes, ticks, flies (filth and biting), fleas, ants, wasps / bees (to include removal if necessary), bed bugs, rodents, pigeons / birds, bird nests (inside facilities or operationally significant), bats, beetles, crickets, grasshoppers, snakes, scorpions, spiders, snails / slugs, monkeys, dogs, cats, or other nuisance wildlife, animals or arthropods, as and when directed.
Employ IPM methods to monitor and control pests including arthropods, mollusks, rodents, certain wildlife or nuisance animals (such as bats, pigeons, birds, venomous snakes and scorpions, dogs, cats, and primates) and weeds that may cause an economic loss, health hazards or degrade morale.
Control nuisance pests to ensure facilities are free from nuisance pests. Includes ants, house flies, cockroaches, spiders, silverfish, snakes, scorpions, crickets, centipedes, millipedes, mites, beetles, and stored-product pests.
Humanely live cage trap feral animals, although feral animal control will be contingent on the availability of Army Veterinary Service (AVS) personnel and directed by the ACO.
Minimum Position Knowledge, Skills and Abilities Required :
Minimum of three (3) years of experience and expertise related specifically to Pest Management and Vector Control.
Minimum of two (2) years of experience managing or supervising pest management personnel.
Must have training and / or certification / licensing that is equivalent to the USEPA from DoD, State or contractor’s country of origin.
Meet DoD competency requirements for all pest management personnel who apply restricted pesticides, as stated in DoDM , Volume 2.
Pesticide applicators without DoD Pesticide Applicator Certification shall be, at a minimum, ( state-certified in appropriate categories.
Proficient in Microsoft computer operating systems and Microsoft Office software.
Solid communications skills, strong interpersonal skills.
Strong ability to lead and work as a member of a diverse, dynamic team.
Outstanding problem-solving skills and sound judgment.
Must have or be able to obtain and maintain a SECRET level US Government Clearance. Note : US Citizenship is required to obtain a SECRET Clearance.
Possess a valid state issued driver’s license and passport.
Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
Prior overseas government contracting experience preferred.
Work Environment, Physical Demands, and Mental Demands :
Must be able to meet the physical requirements dictated by project requirements.
Ability to work in harsh working conditions, outdoors, and / or in extreme temperatures.
Must be available to work outside the normal schedule if the need arises.
Must be able to repeatedly lift up to 50 pounds and carry heavy objects routinely.
Ability to climb, crawl, crouch, bend, stand for long periods, reach above shoulder level, extend arms at awkward angles, lift, and carry objects.
Must be able to be alert for shifts of at least ten (10) hours a day and six (6) days a week.
Personnel should be aware of moving on short notice and under adverse conditions.
Ability to travel domestically and internationally.
