Responsible for all management aspects, including day-to-day work allocation and supervision, of the PMC Engineering group and the oversight of the Contractor during the Engineering, Procurement phases of the Project.
To ensure PMC Engineering personnel are competent to perform their duties relating to the scope of work as identified in the PMC Contract.
To provide leadership in the development and implementation of engineering processes, procedures, and systems within the Engineering group.
To ensure the Engineering group is resourced with the correct disciplines and size to deliver against the PMC Contract requirements.
To provide independent Project Management Consultancy services, technical opinions, and advice related to shortfalls, recovery plans, risk mitigation, and project progress during the Engineering and Procurement phases at the Contractor's Home Offices.
Participate in design reviews and analyses considering constructability, testability, operability, maintainability, system interactions, environmental factors, safety, fire protection, and material selection.
Coordinate technical reviews and manage vendor document processing.
Secure Owner approval for Engineering design in accordance with Contract requirements.
Manage daily interactions between Projects and disciplines such as Piping, Mechanical, Structural, E&I, and other specialists.
Participate in key customer reviews and meetings as required.
Conduct succession planning and performance assessments within the engineering team.
Ensure team adherence to procedures for efficiency and quality.
Provide development opportunities to enhance team skills and experience.
Lead safety initiatives during site visits.
Develop and maintain effective project management practices.
Provide leadership and coordination across technical and governance stages of the Project.
Define project objectives, organize the team, assign responsibilities, and motivate towards successful completion through regular meetings.
Delegate tasks to foster responsibility and accountability.
Achieve performance targets related to schedule, cost, quality, and HSE from project initiation to acceptance.
Guide stakeholders during project execution to meet objectives.
Oversee coordination among contracting parties, owners, government bodies, and existing facilities.
Manage complex issues across project phases and existing facilities.
Lead the PMT and Contractor to resolve interfaces safely, cost-effectively, and timely.
Ensure compliance with company policies, procedures, and controls.
Navigate cultural diversity and resolve conflicts within a multi-disciplinary workforce.
Conduct technical bid evaluations, issue clarifications, and prepare evaluation reports and recommendations.
Incorporate field-requested changes into engineering deliverables where applicable.
