Responsibilities
- Oversee the implementation and monitoring of all management system requirements related to the agency's operations & activities, including the Quality Management System (ISO 9001), Occupational Health and Safety Management System (ISO 45001), Environmental Management System (ISO 14001), and Asset Management System (ISO 55001), ensuring compliance in all organizational processes and activities.
- Conduct periodic review of the quality, health, safety, and environmental management systems, identifying improvement opportunities and proposing appropriate solutions.
- Regularly collect, analyze, and report on QHSE data to identify trends, areas for improvement, and potential risks. Prepare comprehensive performance dashboards and reports for senior management
- Oversee the day-to-day management of operational KPIs, working with different departments to ensure targets are met and corrective actions are taken when necessary.
- Actively participate in the recertification processes for the Quality Management System (ISO 9001), Occupational Health and Safety Management System (ISO 45001), Environmental Management System (ISO 14001), and Asset Management System (ISO 55001).
- Conduct HSE field inspections to assess the compliance of the organization's service providers with the health, safety, and environmental systems adopted by the Roads and Transport Authority and the approved agreements, preparing reports including recommendations and submitting them to the organization's senior management.
- Develop and roll out initiatives such as the Agency Excellence Program, which could include quality awards, recognition schemes, and innovation challenges.
- Participate in the preparation of procedures and checklists for the implementation of quality, health, safety, and environmental systems.
- Participate in the development of initiatives and development projects that contribute to enhancing the organization's performance regarding the implementation of quality, health, safety, and environmental systems.
- Participate in the development of criteria for evaluating the performance of service providers related to the implementation of health, safety, and environmental systems, participating in field assessments, and submitting related reports to the senior management of the licensing agency.
- Develop relevant standard operating procedures (SOPs) and train employees on them.
- Conduct regular benchmarking against industry standards and best practices to ensure the agency remains at the forefront of QHSE performance.
- Develop and deliver training programs for employees at all levels on quality concepts and the quality management system, including workshops and training courses.
- Raise awareness of the importance of quality among all employees and encourage their participation in process improvement.
- Monitor the application of knowledge acquired through training in daily work.
- Monitor changes in regulations related to the licensing activities and road and transportation sector, and ensure full compliance with these regulations.
- Provide support to relevant departments in the area of compliance and provide necessary consultations.
- Adhere to all policies and procedures related to information security and protection within the Roads and Transport Authority
- Proactively identify and assess QHSE s, developing mitigation strategies and ensuring a robust risk management framework is in place.
- Perform other job-related tasks and responsibilities as assigned.
Education :
Engineering (Industrial, Civil, or Mechanical)
Business Administration
Environmental Health and Safety science
Preferably with master degree with experience not less than 8 years in the quality , health, safety , sustainability , strategic performance and excellence.
