Responsibilities

• Implementing contingency plans and drill exercises according to approved procedures and preparing related reports, including observations, challenges, strengths, and recommendations.
• Receiving emergency calls and coordinating with the Operations Room within the Emergency and Crisis Management Team, monitoring and documenting observations using the centralized communication platform and the Integrated Multi-Modal Communication System (IMMCS).
• Governing event management operations and actions taken by OCCs using available technical resources, and registering a new notification for each event in the EC3 System; monitor observations and lessons learned, and submit related reports to the duty supervisor.
• Conducting training workshops to transfer knowledge on approved work procedures, operations, systems in use, and the integrated communication protocol for OCCs.
• Preparing daily operational reports, including Post-Peak Reports, Daily Performance Reports, and Daily Incident Reports; ensuring data accuracy, reviewing reports prepared by the Senior Operators, and submitting related reports to the duty supervisor.
• Checking the readiness of all technical systems in the Main Control Room, Command Rooms (Silver / Gold), and Back up OCCs, and submitting readiness reports to the duty supervisor.
• Working in shifts covering 24 / 7 operations, including nights, weekends, and public holidays.
• Operating the Mobile Command Vehicle (MCV) during emergencies, crises, and major events as assigned, to monitor all actions taken by field teams using the systems available in the vehicle and sending updates to the Main Control Room and Command Control Rooms at the EC3.
• Monitoring and governing all operational processes and actions taken by the RTA\'s Smart Monitoring OCCs by utilizing the EC3 connections with their operational systems to ensure service availability, including escalation in cases of supply shortages.
• Monitoring and governing all operations and actions taken by the RTA\'s Tram OCC to ensure availability of services, monitor disruptions, and escalate emergencies as needed.
• Collecting and analyzing operational data through EC3 systems and dashboards (e.g., daily road / network performance, Travel Time Index, Ridership Data); preparing technical reports with observations and recommendations.
• Preparing statistical forecast reports regarding passenger numbers at Dubai airports and weather conditions for dissemination to relevant teams and centers.
• Ensuring the readiness and availability of systems and digital equipment in the Flood Management Room.
• Activating and operating systems and equipment in the Gold / Silver Command Control Rooms upon request and supporting decision-makers in emergencies and crises at the RTA level.
• Activating alternative Backup OCCs in coordination with OCCs within the RTA, following approved procedures and under the supervision of the duty supervisor.
• Responding to notifications on the Enterprise Multi-Modal Communication and Control System (EMMS C2) and closing them in accordance with procedures using tools such as GIS, CCTV, dashboards, and calls.
• Monitoring and governing operations of the Traffic OCCs using the EC3 System (EMMS C2) with Traffic OCC systems to ensure smooth traffic flow and escalate emergencies when required.
• Monitoring and governing operations of the Bus OCC (AVM) to ensure buses run on schedule and to escalate disruptions or incidents as needed.
• Monitoring and governing operations of the Metro OCC to ensure trains run on schedule and to escalate disruptions as needed.
• Monitoring and governing operations of the Marine OCC to ensure marine transportation services operate on schedule and escalate disruptions as needed.
• Execute additional duties as assigned by the direct line manager or the Department Director.
