HR Manager – Blue Collar Recruitment & Workforce Management

Job Summary
We are looking for an experienced and hands-on HR Manager with strong experience in blue-collar recruitment and workforce management to manage the company's HR operations in Dubai.
The ideal candidate should have proven experience recruiting and managing high-volume blue-collar employees, particularly workers such as cleaners, technicians, electricians, plumbers, helpers, drivers, and other site-based personnel.
The successful candidate will be responsible for the full employee lifecycle, from recruitment and mobilization to onboarding, employee relations, performance management, and offboarding.
Key ResponsibilitiesRecruitment & Talent Acquisition
- Manage end-to-end recruitment for blue-collar and technical positions.
- Source candidates locally and internationally through recruitment agencies, job portals, and other channels.
- Build and maintain relationships with overseas manpower and recruitment agencies.
- Manage bulk recruitment campaigns and manpower requirements.
- Screen CVs, conduct initial interviews, and coordinate technical interviews with management.
- Maintain an organized candidate database and recruitment pipeline.
- Coordinate candidate selection, offer letters, documentation, visa processing, and mobilization.
- Monitor recruitment timelines and ensure manpower requirements are fulfilled within the required timeframe.
Workforce & Employee Management
- Manage the full employee lifecycle from onboarding to separation.
- Handle employee attendance, leave, absenteeism, and disciplinary matters.
- Manage employee grievances and resolve workplace issues professionally.
- Monitor employee performance and coordinate performance improvement measures where required.
- Support site and management teams in handling workforce-related matters.
- Monitor employee retention and identify reasons for turnover.
- Coordinate employee accommodation and welfare matters where applicable.
HR Administration & Compliance
- Ensure employee records, contracts, passports, visas, Emirates IDs, insurance, and other HR documents are properly maintained.
- Ensure compliance with UAE Labour Law and applicable MOHRE requirements.
- Manage onboarding, probation, confirmations, resignations, terminations, and final settlements.
- Coordinate with PRO/administration teams regarding visa and employment-related matters.
- Develop and implement HR policies, procedures, and internal regulations.
- Maintain accurate HR reports and manpower records.
- Prepare regular recruitment and workforce reports for management.
Agency & International Recruitment
- Identify and evaluate reliable overseas recruitment agencies.
- Negotiate recruitment terms and coordinate manpower requirements.
- Review agency-submitted CVs and candidate profiles.
- Monitor candidate mobilization and joining status.
- Maintain records of recruitment agencies, candidates, and recruitment costs.
- Ensure recruitment activities are conducted in accordance with UAE requirements and company policies.
Requirements
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum 5 years of HR experience, preferably within construction, contracting, facilities management, property management, hospitality, or other industries with a large blue-collar workforce.
- Proven experience in blue-collar and bulk recruitment is required.
- Strong experience recruiting workers from overseas
- Strong knowledge of UAE Labour Law and MOHRE processes.
- Experience handling employee relations, disciplinary actions, resignations, terminations, and grievances.
- Experience dealing with recruitment agencies and manpower suppliers.
- Strong knowledge of UAE visa and onboarding procedures.
- Excellent communication and negotiation skills.
- Strong organizational and follow-up skills.
- Ability to work independently and manage multiple priorities.
- Proficiency in Microsoft Office, particularly Excel.
- Experience with an ATS/HRMS or recruitment database is an advantage.
- Candidates currently based in the UAE are preferred.
Preferred Experience
Candidates with experience managing 100+ blue-collar employees or handling high-volume recruitment and mobilization will be strongly preferred.
Experience in construction, contracting, facilities management, cleaning services, or property management is highly desirable.
