Emiratisation & HR Business Partner (UAE Nationals Only)

Job Description

Emiratisation Strategy & Recruitment

• Develop, implement, and continuously enhance the Emiratisation strategy in line with UAE government regulations and organizational objectives.
• Ensure compliance with all Emiratisation-related laws, regulations, and reporting requirements.
• Monitor Emiratisation targets and provide regular updates and recommendations to management.
• Benchmark Emiratisation best practices and implement innovative initiatives to attract and retain UAE National talent.
• Serve as the lead recruiter for Emirati talent, proactively sourcing and building strong candidate pipelines.
• Enhance and expand the Graduate Programme to strengthen the pipeline of UAE National talent.

Training & Development

• Coordinate, and monitor training and development programs tailored to UAE Nationals.
• Partner with internal stakeholders to develop career progression plans, succession pathways, and performance improvement initiatives.
• Support UAE Nationals throughout their employee lifecycle, from onboarding through long-term career development.
• Identify learning and development needs and recommend appropriate interventions to support growth and retention.

Emiratisation HR Business Partnering

• Act as the primary point of contact and trusted HR Business Partner for UAE Nationals across the business.
• Provide guidance and support on performance management, employee engagement, wellbeing, and career development.
• Manage employee relations matters involving UAE Nationals in a professional, confidential, and solution-oriented manner.
• Foster a positive employee experience and help drive retention initiatives for UAE National employees.
• Conduct monthly probation period catch up meetings with new UAE National hires

Engagement & Site Presence

• Regularly visit project sites and offices across the UAE to engage with UAE National employees and their managers.
• Build strong working relationships with employees and line managers to drive engagement, satisfaction, and retention.
• Proactively identify challenges impacting UAE National employees and implement appropriate solutions.
• Organize and coordinate employee engagement initiatives and activities aimed at enhancing the Emirati employee experience.

General HR Business Partnering Support

• Support the HRBP team by acting as the HR point of contact for a designated population of non-UAE National employees.
• Assist the HRBP team with employee relations matters, performance management, organizational changes, and other HR initiatives when required.
• Support the delivery of ad hoc HR projects and business improvement initiatives.

Events & Stakeholder Management

• Plan, organize, and manage Emiratisation events and networking initiatives across the UAE.
• Represent the organization at Emiratisation-related events including career fairs and strengthen the company's employer brand among UAE Nationals.
• Build and maintain strong relationships with key external stakeholders, including government authorities, educational institutions, and community partners.
• Develop and maintain strategic partnerships with universities, educational institutions, and government entities.

Reporting & Governance

• Track and analyze Emiratisation metrics, including hiring, retention, engagement, development, and quota achievement.
• Ensure accurate employee records and compliance documentation are maintained at all times.

Qualifications

• Bachelor's degree in Human Resources, Business Administration, Psychology, or a related field.
• 3+ years of HR experience, preferably as an HR Business Partner or HR Generalist.
• Proven experience managing Emiratisation initiatives in the UAE.
• Experience working with government entities such as Nafis, MOHRE, Pension authorities (GPSSA).
• Experience supporting UAE National onboarding, development, and retention programs.
• Strong knowledge of:
  • UAE Labour Law
  • Emiratisation regulations and quotas
  • Nafis programs and incentives
  • GPSSA registration and contribution requirements
  • Performance management and talent development practices
