Commissioning & Quality Manager - Data Center Construction (Liquid Cooling Piping & Air Containment Systems) (On Construction Site)
Position Summary
The Commissioning & Quality Manager is responsible for leading and integrating all Quality Assurance, Quality Control, Pre-Commissioning, Commissioning, Testing, and Handover activities associated with liquid cooling piping systems, manifolds, valves, and hot aisle/cold aisle containment systems within mission-critical data center projects.
The role ensures systems are designed, installed, tested, commissioned, and handed over in full compliance with project specifications, client requirements, applicable standards, quality objectives, and operational performance criteria. The Commissioning & Quality Manager serves as the primary authority for system compliance, performance verification, testing strategy, quality management, and client acceptance.
Key Responsibilities
Quality & Commissioning Leadership
- Develop and implement the Project Quality and Commissioning Management Plan.
- Establish project quality objectives, commissioning milestones, and acceptance criteria.
- Lead QA/QC engineers, inspectors, commissioning engineers, and testing teams.
- Integrate quality assurance, quality control, and commissioning activities into a unified project delivery approach.
- Ensure construction activities are executed with commissioning readiness in mind.
- Serve as the primary point of contact for all quality and commissioning matters.
Quality Management
Quality Assurance
- Establish and maintain project Quality Management Systems (QMS).
- Develop project-specific quality procedures, Inspection and Test Plans (ITPs), checklists, and work processes.
- Ensure compliance with project specifications, approved drawings, client standards, and applicable codes.
- Conduct internal audits and quality reviews.
- Monitor project quality KPIs and identify improvement opportunities.
Quality Control
- Oversee inspections of:
- Liquid cooling piping installations.
- Manifolds and headers.
- Valves and associated mechanical equipment.
- Pipe supports and structural fixings.
- Hot aisle containment systems.
- Cold aisle containment systems.
- Ensure inspection hold points and witness points are properly managed.
- Review quality records and inspection reports.
- Verify material traceability and certification compliance.
Testing, Pre-Commissioning & Commissioning
Lead all pre-commissioning and commissioning activities including:
- Mechanical completion verification.
- System walkdowns.
- Hydrostatic testing.
- Pressure testing.
- Piping flushing and cleaning.
- Leak testing.
- Water quality verification.
- Functional testing.
- Flow balancing.
- Operational performance testing.
- Integrated systems testing (IST).
- Client acceptance testing.
Ensure all testing activities comply with approved procedures and contractual requirements.
Liquid Cooling System Performance Verification
- Verify cooling distribution infrastructure operates in accordance with design intent.
- Validate flow rates, pressure conditions, and system performance requirements.
- Confirm mechanical integrity of piping systems.
- Ensure testing demonstrates long-term reliability and operational readiness.
- Review system performance data and identify deficiencies requiring correction.
Hot Aisle / Cold Aisle Containment Validation
- Verify installation quality and conformity with approved designs.
- Confirm containment integrity and thermal separation effectiveness.
- Coordinate airflow testing and thermal performance assessments.
- Validate interaction between containment systems and cooling infrastructure.
- Ensure containment systems achieve specified operational performance criteria.
Non-Conformance & Corrective Action Management
- Manage Non-Conformance Reports (NCRs).
- Lead root cause investigations and corrective action processes.
- Track closure of quality and commissioning deficiencies.
- Identify recurring issues and implement preventive measures.
- Ensure deficiencies are resolved prior to system handover.
Client, Consultant & Stakeholder Management
- Act as the primary interface for:
- Clients.
- Consultants.
- Commissioning authorities.
- Construction teams.
- Engineering teams.
- Mechanical subcontractors.
- Vendors.
- Attend project reviews, quality meetings, and commissioning workshops.
- Present quality and commissioning status reports.
- Support client audits and acceptance activities.
Documentation & Handover
- Establish commissioning and quality documentation requirements.
- Review and approve:
- ITPs.
- Test procedures.
- Method statements.
- Inspection reports.
- Test records.
- Commissioning reports.
- Turnover packages.
- Ensure all documentation is complete, accurate, and approved prior to handover.
- Support operational readiness and client training activities.
- Lead final project acceptance and handover processes.
Technical Requirements
Essential Experience
- Minimum 5~7 years of experience in mechanical, MEP, quality, commissioning, or mission-critical infrastructure projects.
- Proven experience in data center construction projects.
- Experience managing multidisciplinary teams through construction, testing, commissioning, and handover phases.
Technical Knowledge

Educational Background
Minimum Requirements
