Senior Commercial Manager - Rail Systems

Job Description

We are hiring an experienced Commercial Manager – Rail Systems to lead the commercial management of a high-speed rail systems package. The role spans end-to-end commercial strategy, contract administration, and cost control across signaling, telecommunications, traction power/power supply, and rolling stock interfaces. You will partner closely with engineering, procurement, project controls, risk, and delivery teams to secure favorable commercial outcomes and support timely, compliant, and integrated delivery.

• Develop and implement robust commercial strategies aligned with project objectives, delivery model, and contractual obligations.
• Lead full lifecycle contract administration, including claims management, variations, and change control governance.
• Negotiate with contractors, suppliers, and stakeholders to secure value-for-money outcomes and manage commercial risk.
• Monitor and report budgets, forecasts, commitments, and earned value; drive cost control and cash management.
• Ensure compliance with procurement policies, legal requirements, and relevant standards across the supply chain.
• Partner with Engineering, Procurement, and Project Controls to align scope, schedule, cost, and risk; support configuration and interface management across systems.
• Lead commercial risk identification, quantification, mitigation, and opportunities tracking; support contingency management.
• Prepare and present clear commercial reports, dashboards, and recommendations to senior management and stakeholders.
• Build, mentor, and manage commercial teams; promote consistent application of procedures and best practices.

Qualifications

• Bachelor’s degree in Quantity Surveying, Commercial Management, Engineering, or a related field.
• 15+ years’ experience in commercial management on large-scale infrastructure or rail programs.
• Proven experience delivering high-speed rail or complex rail systems (e.g., signaling, telecoms, electrification/traction power, rolling stock interfaces).
• Strong working knowledge of FIDIC, NEC, or similar contract frameworks and change/claims processes.
• Excellent negotiation, analytical, and communication skills with a track record of stakeholder engagement.
• Ability to work effectively in fast-paced, multi-disciplinary environments and matrix organizations.
