Role Objective :
To manage the process of tendering and estimation such that they are executed in a professional, cost effective and timely manner while considering, when possible, creative solutions that would reduce the manpower requirements, cost and / or time for completing the projects. To provide technical assistance when needed and assure the implementation of Company’s tendering policies and procedures. To assist in the transfer of job details and documents from the business development and tendering department to the concerned Business Unit in a comprehensive and timely manner.
Roles & Responsibilities :
- Considers creative solutions to tender requirements that would reduce manpower requirements, cost, and / or time.
- Considers creative solutions to tender requirements that would distinguish Amana from other competitors.
- Remains active in pursuit of project update relevant to optimizing of future estimates.
- Studies tender documents to become thoroughly acquainted with the exact technical, commercial, contractual requirements, specifications and authorities.
- Coordinates with the Business Development Manager / Estimation Manager on the activities that could be outsourced to subcontractors as to meet resources availability defined by Projects Control division.
- Coordinates with Engineering function for the preliminary design of the structure if needed.
- Coordinates closely with the Engineering function for design-build projects.
- Manages the process of forwarding the drawings and specifications of outsourced activities (e.g. Steel, and cladding) and other major materials to the relevant estimators and / or subcontractors for their pricing and reviews their submissions to ensure compliance with the tender requirements.
- Inspects sites prior to estimation in order to become acquainted with prevailing conditions.
- Manages the process of sending Request for Information to the client / consultant in coordination with the Business Development Manager / Estimation Manager.
- Compiles comprehensive documentation to support tender estimates.
- Manages the overall preparation of the tender estimate (including civil, steel, MEP, and others) as per the tender documents and client requirements in coordination with the assigned Business Development Engineer or the Business Development Manager.
- Provides a draft for the “tendering Strategy” for Business Development Manager / Estimation Manager review.
- Manages the process of compiling the Company’s tender submittal to the client / consultant in a comprehensive and timely manner.
- Manages the process of “value engineering” the estimate if required to ensure competitiveness.
- Assists the Business Development Manager / Estimation Manager in preparing for and conducting the kickoff meeting of new jobs and ensuring the proper transition of the job to all the relevant departments in the Company.
- Coordinates with the Cost Control function, when needed, in the preparation of the Job Budget.
- Assists the Cost Control function, when needed, in the preparation of variation orders (very limited occurrences).
- Verifies the Risks and Opportunities presented in the Tender Review Pack.
- Assists the Business Development Manager / Estimation Manager in the completion of the Business Development section of the End of Job Report
- Oversees the responsibilities and duties of his / her subordinates.
- Assists in the training and development of personnel in the Business Development and Estimation function
Educational Qualifications, Experience, and Skills :
Bachelor’s degree in Civil Engineering or equivalentMinimum of 10-15 years of experience in UAE / KSA (Industrial, Residential, or Commercial projects)Strong knowledge of contract conditions (FIDIC, JCT, Government, etc.)Proficiency in negotiation, computer skills, and communication skillsMust have customer orientation, teamwork, process excellence, visionary, strategy and planning, decision making, leadership, results orientationFluent in English languageFormal QS certificationJ-18808-Ljbffr
