The purpose of this position is to provide effective technical support to the maintenance team responsible for all aspects of Mechanical, Electrical, Plumbing & LTE related engineering and maintenance works within the premises of KM Dubai Metro.
Main Responsibilities
- MEP Engineer is responsible to lead and manage all sub-contractors working for Mechanical, Electrical, Plumbing & LTE assets as part of a Service Level agreement (SLA) and in accordance with Keolis-MHI Dubai Metro procedures and contract.
- Lead the asset management processes, plan and perform asset condition inspections with MEPS auditors, prepare technical reports and propose asset condition improvement plans.
- Develop an inspection plan with the MEP Technical Auditor to monitor maintenance activities carried out by SLA Contractors / 3rd parties / sub-contractors, ensuring procedures are followed and assets are maintained to standards.
- Supervise and oversee technical support activities for Electrical, Mechanical, Plumbing and LTE, including engineering and maintenance work management, design modification (ACCA), system assurance, technical support, maintenance procedures, work instructions, coordination, and safety, quality and environment plans and procedures.
- Coordinate with SLA contractors for day-to-day preventive and corrective maintenance to meet KPIs, asset availability and service level expectations of the Client.
- Lead technical investigations and compile reports for safety and / or critical failures (P1 / P2); conduct technical reviews of non-conformances based on findings.
- Participate in monthly ETI, MPRP meetings and subsystem workshops with RTA to discuss ongoing issues and technical improvements.
- Monitor Monthly KPI targets of SLA contractors.
- Provide technical guidance to the Mechanical, Electrical, Plumbing and LTE team and review SLA and 3rd party contractor policies, processes, and procedures; make recommendations to align with business standards.
- Review / Sponsor Permit to Work, ACCA, AMSP for SLA contractors or 3rd party contractors as required.
- Lead and coordinate with other functions across E&M, Protection and Planning, Stores, Station Operations, etc. for SLA contractor maintenance requirements.
- Perform technical evaluations and material inspections procured under KM budget; inspect materials delivered to stores via SLA contractor.
- 24-hour on-call availability for on-site intervention for major corrective maintenance, incidents (P1 / P2) and emergencies related to Mechanical, Electrical, Plumbing & LTE assets.
- Assist subordinates with job familiarization and maintain proactive knowledge and competency.
- Ensure SLA contractors maintain PM / CM records including PM checklists for MEP assets.
- Perform duties as instructed by the Mechanical and Electrical Engineering Manager and Mechanical and Electrical / LTE Contract Manager.
- Create and manage staff rosters in coordination with the rostering team based on business requirements.
- Conduct performance reviews, disciplinary actions and grievances for Mechanical, Electrical, Plumbing & LTE auditors / assistant Auditors.
Knowledge Required
Working knowledge and experience in maintaining Mechanical, Electrical, Plumbing & LTE assets including TVS, PSD, FPS, ECS, HVAC, DPS, Building Low Voltage System, Lifts, Escalators, Travellators, MSDs, Generators, PGS, Smoke Curtains and Roller Shutter Doors, hoists, barriers, etc.Knowledge and experience operating and interfacing Building Management Systems.Thorough understanding of safety issues related to railway operations.Significant knowledge in maintenance planning, budgeting, maintenance plans and procedures, technical specifications, safety and quality plans and procedures.Key Skills
Strong communication skills with the ability to interact with landlords, Track Possession teams, Worksites, or movements of rail vehicles within a Possession.Ability to write technical reports and routine business correspondence; assist in preparing work methodologies, drawings and related documents.Excellent organizational skills, detail-oriented, and capable of prioritizing tasks quickly.Establish and supervise a safe system of work to protect personnel on Dubai Metro.Motivated and flexible to work in time-sensitive environments and respond to high workloads, events and emergencies.Ability to think laterally, analyze information and assess a range of factors to determine appropriate actions.Ability to multi-task and assess situations promptly without bias to protect safety, quality and performance targets.Strong understanding of safety issues in railway operations.Experience
Experience as an engineer in design, testing, commissioning, and maintenance of Mechanical, Electrical, Plumbing & LTE services, including TVS, PSD, FPS, ECS, HVAC, DPS, LVS, Lifts, Escalators, Travellators, MSDs, Generators, PGS, Smoke Curtains and Roller Shutter Doors, hoists and barriers.Must have supervisory and management experience managing multiple sub-contractors and technical support teams to minimize system unavailability and lifecycle costs.Educational Qualification
Must hold vocational trade certificate, diploma or degree in Mechanical, Electrical or Building Services Engineering or equivalent.Professionally qualified with membership of a recognized engineering institution.#J-18808-Ljbffr
