Overview
Specialist, HSE (Behavioral Safety) – responsible for supervising, reviewing and developing effective HSE programs, procedures, training, work practices, controls, and HSE policy. Align with Group HSE Function and ADNOC policies, guidelines and expectations. Implement HSE management requirements on related projects to ensure HSE Systems adhere to ADNOC standards.
Job Purpose
Supervise, review and develop effective programs, procedures, training, work practices, controls, and HSE policy in liaison with Group HSE Function. Review recommendations regarding planned expansion, modification or closure of projects where EHS risks may be posed or impacted. Implement HSE Management requirements on related projects to ensure HSE Systems adhere to ADNOC policies, guidelines and expectations.
Job Specific Accountabilities (Part 1)
- HSE Management – Review, evaluate, and analyze work environments and design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, biological agents or ergonomic factors.
- Conduct inspections and enforce adherence to laws and regulations governing the health and safety of individuals.
- Supervise the activities of assigned personnel in the unit.
- Develop Health, Safety and Environment scope of works for Consultants and Contractors.
- Ensure project Environmental Management Systems & performance comply with HSE Impact Assessment (HSEIA & EIA) Codes, HSEIA Guidelines, and project-specific HSEIA recommendations.
- Review project safety / HSE target schedules to ensure they are achieved effectively and efficiently in accordance with Corporate, Company and Project requirements.
- Develop and update Safety and Environment standards, procedures and guidelines in conformity with Company policies for in-house use or by Contractors / Consultants regarding Projects.
- Develop and update the Division's Health, Safety and Environment annual Audit Programs / plans and Training Program for all areas.
- Administer HSE documents and records to ensure compliance with Integrated Management System requirements.
- Review design work of Consultants to ensure conformity with Company safety requirements and scope of works; enhance the approval of safety and environmental studies and ADNOC requirements in the documents.
- Review work related to safety and environment of design Consultants / Contractors to ensure requisite quality and standards are maintained.
- Participate in Hazop, environmental, safety studies, accident investigations and other report reviews for all projects.
- Participate in Technical Evaluations of tenderers for new projects.
- Enhance the approval process of the HSEIA study for new projects.
- Lead the preparation of the Annual Sustainability Report to the Health, Safety and Environment Division.
- Lead, develop plans and coordinate resources for the implementation of ADNOC guidelines and Codes of Practice related to HSE.
- Provide guidance and support to construction and commissioning at site on safety and environmental matters.
- Ensure state-of-the-art technology is applied in selecting safety equipment and apply local and other statutory regulations in projects.
- Review and endorse HSE documents submitted by Consultants.
- Regularly visit project sites to ensure Health, Safety and Environment Systems are fully implemented in accordance with Company HSE requirements.
HSE Responsibility
Supervise the Safety and Health Program and monitor and enforce its elements.Periodically monitor the site for adherence to the company Safety and Health Program.Job Specific Accountabilities (Part 2)
Install and maintain health, safety and environmental systems to ensure 100% HSE concept implementation; ensure compliance with ADNOC accountability framework.Configure and continuously upgrade health, safety and environmental systems in ADNOC.Carry out extensive statistical analysis and act on results.Develop fit-for-purpose HSEMS in accordance with current requirements.Develop and implement HSE audit plan for project sites to assure operations comply with COMPANY HSEMS requirements and expectations.Prepare annual HSE letters for submission to top management.Establish a document control system for HSEMS and related systems, programs and procedures.Review and comment on project HSE deliverables in accordance with the Requirements (Appraisal / Select / FEED / Execute phase).Supervise, prepare, maintain, and submit safety reports and ensure environmental permits are submitted timely in accordance with Company, Federal, Provincial and Local EH&S regulations.Report Safety and Health compliance and ensure environmental compliance for Operations are reported to ADNOC GHSE.Maintain current working knowledge of Company, Federal, Provincial and local safety, environmental and occupational health regulations.Job Specific Accountabilities (Part 3)
Generic Accountabilities – Supervision : Plan, supervise and coordinate all activities in the assigned area to meet functional objectives; train and develop staff on relevant skills.Budgets : Provide input for preparation of budgets and assist in implementing approved plans; investigate variances to support performance and cost control.Policies, Systems, Processes & Procedures : Implement policies, processes, systems, standards and procedures to support work programs in line with Company and international standards.Performance Management : Contribute to achieving the approved performance objectives within the Company framework.Innovation and Continuous Improvement : Design and implement tools to improve quality and efficiency; identify internal process improvements and align with industry standards.HSE and Sustainability : Comply with HSE policies, procedures, controls, applicable legislation, and sustainability guidelines.Reports : Provide inputs to MIS and progress reports for Company Management.Generic Internal / External Relationships
Internal : Regular contacts with Section Head, Senior HSE Engineer, Project Manager, and other Managers for approvals and coordination; frequent contacts with Project HSE Engineers and Third-Party Consultants for audits.
External : Frequent contacts with clients, external consultants and contractors; occasional contacts with Governmental Authorities and other statutory bodies.
Minimum Qualification
Bachelor Degree in Engineering or Science field.
Minimum Experience, Knowledge & Skills
8 years’ experience in safety engineering and HSE management systems.Good computer skills.Good knowledge of English.Professional Certifications
Membership in a recognized International Safety Engineering Organization is preferableDiploma in Health and safety Engineering.Work Condition, Physical Effort & Work Environment
Physical Effort : Minimal. Work involves visiting work sites 50% of the time.
Work Environment : Normal A / C environment; exposure to site environment 50% of the time.
